About Us

Who We Are

RUBA is an association of electronic broadcasting companies, and all organizations involved in electronic broadcasting that seeks to protect and represent the interests of its members in a stronger, more impacting and more organized effort.
As the advocate for licensed, free-over-the-air radio and television broadcasters before government, regulators, business, and the community, RUBA is the front-line service point for all its members and source of information for aspiring members and it’s vital that we have the support of all regional broadcasters to be effective on every issue.
RUBA members receive exceptional advocacy, information, career development and networking opportunities.
RUBA is a non-profit association and is governed by a volunteer Executive Committee elected by our members
It was founded in 2009 as an initiative of stakeholders to promote dialogue, foster cooperation and fuel advancement in the regional media industry. As a self-financing body through member contributions a secretariat was established with a full-time administrator.

The Rural Broadcasting Owners Association of Uganda, is the voice for the rural radios and television broadcasters. As the premier association for rural broadcasters, RUBA advances the interests of our members in government, business sector and country at large by:

Improving quality and profitability of its members

Encouraging content and technology innovation

Advocating for self-regulation so stations develop better and unique ways stations serve their communities.

Regulate its regulations with Government and any outsiders.

Act as an intermediary among its members

Identify and meet the needs of its members (which it is definitely more able to do because of the concerted efforts and resources)

Regulate the actions of its members to prevent the need for extreme measures by Government that may affect the whole industry

Our Achievements

What has RUBA done so far?

RUBA’s extensive committee is comprised of well-seasoned media, business and legal practitioners whose vast knowledge in their different fields brings a wealth of experience, expertise, knowledge and understanding into the services RUBA offers. Here are some of the projects we have impacted:

Covid 19 funds. RUBA helped media houses to get funds for covid during period, at least 96% of radio/TV station got covid 19 funds twice from the ministry of ICT.

Created better working relationship with Uganda communication commission (UCC) which later led to reduction of annual license by 30% and better communication with legal and technical department, Enforcement team is currently friendly.

Originally government officials were not budgeting for media houses because there was free government airtime, and it was misused by including paid for programs. RUBA minimized misuse of free government airtime through a petition to the speaker of parliament that facilitated some government ministries to budget for media houses.

Influenced all adverts monitoring companies to scrap off monthly monitoring fees, currently advert monitoring is free, fees are paid by clients

RUBA created a data base for all upcountry media houses, it is a one stop center for whoever is interested in rural media. It’s also used as coordinating center for all media houses in Kampala post office building office 503 maned by administrator.

Established better relationship with the office of the first lady during covid 19 period where a national symposium was organized to do psycho-social support to students was done national wide using all our platforms assisted by UBC Tv stations

Created a better rate card for all upcountry media houses, this increased in incomes for members.

Training of media houses staff about media law by Uganda media Counsel was also done. Train marketeers for media houses.

Created partnership with Uganda broadcasting corporation (UBC), Members of Uganda Agency association (UAA), SYNC Media, Farm radio, Uganda Radio network (URN), Uganda French teachers’ association, office of the first lady.

RUBA assists media house to access business in Kampala.
